You may consider the use of siding to cover original galvanized steel with
siding tasteful. Others, including myself, would disagree. Beyond that, it
is almost certainly out of character with the original design of the
building, and the historical character of the block.

I should note that I have been curious about the appearance of Al Krigman's
properties,  but have no address information for any of them.

Come now, there are more than these two alternatives.

Also, insulation is rated in "R" values, but windows are usually not.
According to the Efficient Windows Collaborative website page
http://www.efficientwindows.org/selection.html,  "The key window properties
are U-factor, Solar Heat Gain Coefficient (SHGC), and Visible Transmittance
(VT)".
