As far as I know, there is no current requirement to use union labor for renovations within an HD. After all, for some renovations, one might have to hire free-lance craftsmen. (It does seem necessary to to hire architects who are familiar with the PHC's requirements, and who have experience with lobbying their review staff-- so we can understand the enthusiasm for HD among _that_ particular guild.)

Still, the possibility of a change in the PHC's board that leads to changes in policy is something worth worrying about. After all, we can't vote them out of office.
