Do I detect a touch of sacasim?? I think "market forces" would not have existed except for
the perception that the area is improving and of course thoese
who stuck it out and stayed in U.C (W. Philly) when it got
dicy.

what HAS happened, with the committee and ucd's help, is that existing merchants have been offered small amounts of $ help, have been offered some free design help, and have gained a liaison, if they choose to take advantage of the offer, to help with city problems - eli. vientiane is one of the new businesses on baltimore ave. that the ucd helped work its way through city regulations, paperwork and red tape.


efforts on baltimore and lancaster avenues began when spruce hill community association members decided they would find a way to develop the area as a safe retail location.

after raising some money and consulting surveyors and architectural planners, the community members realized they would need a full-time presence on the corridors.

that was when the ucd became involved. last year, the william penn foundation awarded the university city district a two-year $440,000 grant to be used to rebuild these two dense retail corridors. with the grant from the william penn foundation, the projects were underway. while the grant will expire next summer, we've been pretty successful, so we have reason to be fairly confident that the project will continue to get the attention it needs.

penn deserves a tremendous amount of credit for making money available and helping to create the ucd.

I for one think back to the way things were and look at all the improvements we've enjoyed on somebody else's dime and thank god they exist.

if people want a say as to how ucd operates that's fine, go for it, but stop with the conspiracy theories and paranoia give credit where credit is due: "market forces."
