I am curious -- what exactly is the objection to this restaurant?

Is it that it is a take-out only restaurant (driving by, it looks like a
sit-down restaurant)?

Is it that the owners did not obtain the proper permits when building?

Although the restaurant will not directly impact my home, I would like to
see an African restaurant open in that location.

The two community associations are Garden Court Community Assn. & Cedar Park
Neighbors; it is NOT actually in Spruce Hill, though SHCA has been
supportive
to the block on past issues.  Generally speaking, community associations
meet
with the neighbors and support their wishes on zoning changes.  The Cedar
Point Park group also sent a representative to the University City Community
Council to notify that umbrella group (composed of nearly all local
community
associations and many special interest groups) of the problem.  Here is the
related
section of the minutes of their 10/2/03 meeting (not yet approved, as the
next meeting is not till December):

4. Non-member Reports & Announcements
Cedar Point Park Neighborhood Assn. - Theresa asked UCCC to support their
actions in opposing a restaurant being developed at the old West Coast Video
site, 46th & Cedar/Baltimore Aves.  Claudia cautioned that there has been
some
comment from other restaurant owners that the block doesn't understand how
much
money has already been spent on the building changes.  Theresa explained
that
the Cedar Point group has met with the tenants (previously running a dollar
store since May, 2002) for over a year, long before they began spending
money,
and consistently expressed opposition to a restaurant at the site; despite
previous promises by the tenants, they began conversion work anyway.  The
kitchen
is in an illegal structure, so there is now a stop work order, though the
tenants have removed the notice. CPPNA is telling L&I that they want illegal
structure removed.  Mary (also a member of the assn.) will email a sample
letter to
Melani for distribution to all UCCC members so that those who wish to do so
can write in support of the neighborhood association.  Theresa added that
Councilwoman Blackwell and Rep. Roebuck are supporting the neighbors.
