(This rather loose enforcement effort lets the city off the hook for ignoring its own code and not shoveling the sidewalks around Clark Park, since there's no public school within three blocks. Residents fined for failing to shovel snow near schools

About 1,000 Philadelphia residents have been fined $25 each for failing to shovel snow within two or three blocks of city schools, officials from the city Department of Streets said yesterday.

City codes require all property owners to clear their sidewalks within six hours of a snowstorm's end. Enforcement during the last week, however, concentrated on sidewalks near school buildings because snow-covered or icy walkways can pose a safety hazard for children walking to school, said Cynthia Hite, Streets Department spokeswoman.

City workers started issuing citations on Sunday. Hite said the rain forecast for today would halt the current enforcement effort.
