here's a long answer to a short question
colors are usually chosen by owners, not the painter 
...the bright colors on 4400 block of pine are thanks
to this sites web-master, i believe...the 400 south
block of larchwood partly represents a liking for the
"victorian painted lady"  motif..likewise, the
wonderful colors along 4400 larchwood represent my
neighbors personal color favorites...my house has 4
colors, three of which are historic reproductions
c.1900-1910...the yellow is a stronger (and earlier)
period color, as the "correct" ones were just too
mustardy or pale for my tastes...UCD and uCHS
sponsored a session a few years back by an historic
paint expert who explained that most of these c
1900-1910 houses would have been red brown or dark
brown paint anywhere the wood met the bricks - eg,
around windows, because the intent was to make the
windows NOT standout...later on, during the colonial
revival fad, the wood color often changed to white or
light, as people now wanted the rhythm of their
windows to be noticed...the decorative trim then would
have a contrasting color, usually another dark or a
beigy thing...if you look carefully, you can still
find houses with these paint combos...i painted my
house historic colors because i happen to like them -
we look sort of like a great big daffodil in the snow
which makes me happy and i think people should be able
to paint their houses as they wish...i moved here from
(renting) in Society Hill - and yes, the palette there
is restricted...likewise, there are "recommended"
colors in rittenhouse...

in case you are wondering, no, i do not support the
philadelphia existing or proposed HD rules
