A task force assembled by City Councilwoman Jannie L. Blackwell to study
issues surrounding historic preservation in Philadelphia met yesterday for
the first time to discuss the three priorities set as the group's agenda.

The councilwoman, who represents the Third District in West Philadelphia,
sent a letter last week inviting the task force to address the following
issues:

What is the appropriate way to determine whether there is community
support for the designation of a historic district or historic structures?

What procedures or programs can ensure that low- and moderate-income
homeowners in historic districts are not adversely affected when they need
to make property improvements?

How can the need to assemble land and remove blighting buildings in
neighborhoods, particularly those designated for Neighborhood
Transformation Initiative (NTI) efforts, or within active redevelopment
areas, be balanced with historic preservation issues?
