Capital expenditures are something you do on a very rare basis -- buy a
house, buy a car, etc. -- you are "investing capital" in a tangible
thing with a fixed, or otherwise defined life expectancy (amortization
period.)

Operating expenditures by contrast, are something which you do on a
regular or periodic basis -- painting your house, buying gas for your
car.
There's also the idea of capital expenses being an investment in the future. Whether the investment is or isn't a good idea is, of course, speculative.

At any rate, you can use the "speakup" page accessible on the Internet via www.iconworldwide.com/speakup to send an e-mail message to the mayor and everyone in city council about this at one click. The "canned" message you'll see on the form is arbitrary. You can delete it entirely and write something altogether different if you wish.

Always at your service and ready for a dialog,
