PHILADELPHIA From now on, patrol officers -- not detectives -- will be the first to investigate residential burglaries in Philadelphia involving 25-thousand dollars or less. [...] The new order, dated September 16th, says detectives will retain responsibility for the overall investigations, even if they never go to the scene. Makes sense to me. When my place was broken into, I called the cops at about 1am when I came home and discovered the break in. A patrol car was there in a half hour (which I thought was pretty good considering that there was no crime in progress, no threat to safety, and I wasn't in a panic). But then the officer and I had to hang around until about 6am for the detective to arrive.
