This can never happen in Philadelphia ... The City has already turned down a proposal to provide Better access for less money ($5million instead of $10million) simply because it would conflict with Comcast's ability to sell cable modem service to residents.. [And prevent the Mayor and friends from getting their generous kick-backs from Comcast. Remember, the City (both the Mayor and Council) already acted to prevent RCM from competing with Comcast in Cable television about two years ago.]
