It's like the creation of a textbook...

The machine is a synthesis of the requirements from Election Commissions around the country.

"Officer's control button" is very typical asexual legalese.

It explicitly describes what it does in extremely terse fashion.

It allows someone who knows what it does to find it and utilize it's function while preventing someone who doesn't know from using it.

In the security business, this is known as "security by obscurity." And, even though it doesn't really work, it actually does work for 98% of the cases.

I was trying to remember what the button was called on the old mechanical machines. I think it was just "control button."
