They are privately employed but they do have full law enforcement powers. They can issue citations and make arrests. They are also able to carry firearms on Penn's campus.

That does not seem right to me-- it makes them beholden as employees to the goals of their employer, but empowered in the same way the "real" police are (who report to elected governing people and who are paid through our taxes).


I respect police officers and I think the job they do around here is honorable and difficult. I wouldn't want to make it any more difficult.

But this seems like a strange and potentially dangerous arrangement.
