Yes, there are regulations. In order to "vend" on a sidewalk other than your own you must have a Vendors/Business License from the city of Philadelphia.Wheter it is enforced or not is anyone's guess.
There are also some regs., I believe, as to where you may "sell" whatever it is you are selling. The department of Health is also involved when you are dealing with food.
All of the Farmers at the Clark Park Farmers Market must meet strict guidelines.
