According to this, telemarketers can only call people (using prerecorded
messages) with whom they have an established business relationship. I wonder
what that means exactly. Would the consumer have to have made a purchase or
inquiry?

An "established business relationship" is what you get when you click on spam, answer "a survey," or enter a sweepstakes. [Through ANY medium, not just the Internet!]


It is (or was) intended to mean "somebody whose products or services you have actually purchased AND with whom you wish to remain in contact."

However, the concept of "opt-in" costs big-bucks to implement, implies all kinds of massive databases with information about you and Madison Avenue is vehemently opposed to it. Corporate America could actually care less. It's their Advertising Agencies who don't want to have to contemplate how to deal with the issue.
