You should be asking why she was taken to Jefferson Emergency room, and not HUP, if you are looking for a conspiracy here.
Surprisingly I can answer this. My friend who is a social worker here at Penn said that Jefferson has a much better rape treatment/counseling program than Penn does. I'm guessing most of these situations go there.
