thanks for the offer to come to the table, tho it doesn't really address the broader question I've been asking, about how the table's set in the first place (ie, some people may want instead to spend their time directly entreating local law enforcement agencies to more carefully enforce existing leash laws...)

meanwhile, some folks on the list have already mentioned that there's another dog run in our area? which charges a fee for users? perhaps someone at focp has already investigated how and why that came to be, how and why it works?
