"Large rental properties" (I think over 6 apartments / potential for 18
occupants) and many classes of commercial use 
are required to be served by Private Haulers and thus should not be
affected by the city's decision to postpone collection until the next
scheduled day.
There might be an affect if the neighbors try to steal Dumpster space to
resolve their residential problems.
Private Haulers might leave the mess if an overstuffed Dumpster is a
cause for litter.
But, using someone else's Dumpster, without permission, is illegal and if
enforced expensive.
