I don't know if it's true for PA but I do know that CT has a similar wipers = headlights law. Regardless of whether it's a law, it seems a safe thing to do.
As for cleaning the snow/ice off your car before driving - part of the radiator guard on my car broke off when a chunk of ice flew off a vehicle ahead of me on the highway....again a smart thing to do regardless of the presence of a law.
