I think the solution is rather simple:
1) All signs should carry an expiration date
2) Anyone putting up a sign would take the responsibility of removing at least one expired sign
3) Signs without an expiration date can be removed at any time

This is a rather annoying problem. I'm all for community based signs on poles but it does seem like people spend a lot more time putting up signs before events, than removing them when their events are over. Hopefully those putting up new signs will be responsible enough to pull down expired signs.

Also I thought that putting up signs on wooden utility poles posed a danger to the crews that had to climb the poles. Is this and urban legend or simply no longer relevant?
