Well something went down that morning (again, 4:30am-ish, 5/12 - on 45th near Kingsessing) as there was a woman missing most of her clothes, clutching on to her undergarments and crying like crazy. Whether it was assault, drugs, a chemical imbalance... I don't know. It wasn't a happy scene though and there four police officers from the Philly police and in particular I noted a female police officer dealing with the distressed woman while the other three male officer and two male USP public saftey folks talked amongst themselves. (The two Philly police cruisers had blocked off traffic going south on 45th and a USP car was pulled up along the side walk.)
If that's logged as 'Investigate person (suspicious person)" then... so be it. Since I don't normally enjoy walking around Philly at 4 in the morning, nor intruding on other people's business...
