Perhaps, ŒOne-Shot Sign Enamel¹.  It comes in all colors and I have actually
used it for a sign shop that I used to work for in summers.

However, one needs a Calligrapher who is good with a broad pen, pointed pen
or steel brush.  I did some house numbers in Gold paint with Black
backgrounds for businesses down the bottom during that time.

Those address numbers were hand-painted and NOT stenciled although there may
have been templates used.

The neon sign shop was was Joseph Dunn¹s at 56th & Market Sts. across from
where The Fresh Grocer is now.  We did neon signs, show card signs, etc.  I
would design the huge letter sheets for them to solder and bend the glass
tubes in order to fill them with neon and also painted show card signs.
(such as restaurant and Deli menus) as well as calligraphic art pieces on
Plexiglass and other materials.)
