[UC] Underground fire

There is an underground fire at 41st & Walnut. All streets within a  
one-block radius of that location are closed. I passed and took some  
pictures about 10 minutes ago. It smells awful. Smoke and flames are  
coming out of the pipe attached to the phone pole on the sw corner.
