  I don't understand why list members do not copy the subject UPenn staff on 
these emails. Perhaps if more people on the list directly challenged the 
planning process of UPenn and called into question the veracity of its people - 
when appropriate, many good posts would just not be more friendly fire or shots 
in the dark.

  I twice testified in front of the Penn staffers noted, at recorded formal PHC 
proceedings, that the claims they were making were not true.  After the first 
time I testified, I was shown e-mails in which I was discussed but had not been 
cc'd.  Then the claims about public meetings were repeated a few weeks later, 
November 9th, at more recorded formal PHC hearings.  And I again testified 
before the staffers noted that the claims they were making were false.

  Since all the staffers heard me contradict the claims in person, following 
your advice would serve no purpose of honor or ethics. Perhaps, you meant in 
your comments that I should report about the proceedings to their superiors at 
Penn?

  Asking my question to the SHCA zoning committee and sharing with the list 
serves a very important purpose, and it is the appropriate step for a concerned 
resident and citizen.  I'm a simple man.

  It is also very important to verify the facts prior to making counter claims 
of fact.  The SHCA leadership may well claim that they conducted two "public 
open forums" prior to Oct.23, 2007 at which presentations had been given by the 
developer, community support for the hotel and feedback was overwhelming, and 
proper announcements had gone to the community 1 or 2 weeks before the show. 

   I have received no reply from anyone on the SHCA committee in answer to my 
simple questions.

    If you can arrange a meeting with the superiors of the Penn staffers noted 
like President Gutmann, I will do my best to conduct myself appropriately as I 
always try to do. Feel free to forward my report and questions. I know other 
neighbors whom could help advise the President.

   As CEO of Penn, Dr. Gutmann may need some advice about community engagement 
and deliberative democracy.

  While standard institutional PR Policy dictates ignoring such correspondence, 
it nonetheless is seen for what it is ignoring.

  Failing to inform the subject staffers gives them deniability - "no one ever 
informed us formally of such concerns."

  Putting it in writing was always meant to be a road block for lazy or 
inarticulate people, of which there are none on this list.

  Tear down the curtains of intrigue. Let the sun shine in.
