Is "asking for a hearing" what you mean by "going to court" or are you  
talking about the next step up the ladder?
 
I've gone to hearings and had the tickets canceled. I guess that if  you just 
ignore the notice, you get a court summons and can fight it at that  level.
 
My experience is that you can win at the hearing because the examiners know  
how bogus the system is. And I assume this is less dangerous because there  
could be added penalties for ignoring the original notice.
 
But neither seems worthwhile -- the time (as you point out, they keep you  
waiting in a long line) is more valuable than the $25.
