Maybe the people of Philadelphia weren't motivated to hang onto it too tightly.

In 2006, University City High School notched an attendance rate of 71%. In the 11th grade PSSA tests, 78% of 11th graders scored "Below Basic" in Math and 58% were "Below Basic" in Reading. I have seen its graduation rates published also, and they are nothing for the people of Philadelphia to cling to either.

The School District is aggressively moving to develop smaller, themed high schools. University City HS's proposed replacements are only two of several others that will also serve West Philadelphians. The School District is really changing its service model citywide, starting with the large geographically-based clunkers that don't seem to be graduating kids very well. Because Penn is here, it uses Penn as a catalyst. Elsewhere, it uses other tools.
