A nice phrase!

By the same metaphor, though, Nutter -- and every other mayor -- uses "proprietary software" to fix public buildings, cut down public trees and computerize public offices. They are called "private-sector contractors" and they are utterly normal, completely familiar to our Founding Fathers, and absolutely inevitable. That's why the City Procurement Dept. exists.

Governments have a right and a need to procure goods and services from private contractors, and private contractors have a right to provide goods and services to governments. That includes colleges and universities, of which Penn is one.

So you haven't located any problem -- not, at least, with this metaphor. It in no way singles out Penn's meeting-facilitation sideline from any other service by any other provider, which you were hoping to do.
