Another explosion in the question-mark factory! To all of them, fortunately, there is a simple answer.

Mayor Nutter is in charge of Mayor Nutter's budget. So he decides every aspect of its presentation as well. That would include whether 'town forums' are done right or wrong.

He is elected and accountable to average citizens in the usual ways. So the A.C. should think whatever he likes of this choice of this Mayor, and express it in the usual ways.

the further irony here is that sokoloff & co. had already conducted, in the spring, 10 forums on the budget -- one in each city council district -- where citizens were asked to talk about the mayor's six major budget areas.

who is in charge here? and when? who decides when 'town forums' are done right and when they're done wrong? what is an average citizen to think?
