A less time-consuming and frustrating option for people who receive bogus tickets like these (even registered Republicans or Independents) is to contact Marty Cabry or John Fenton in Councilwoman's Blackwell's office.

I'm sad and sorry to inform you that this is not correct. Such hope in false options compounds the frustration!
Over a year ago, I had a group of citizens identified to do exactly what you suggest. All were willing to schedule an appointment to discuss these bogus tickets at Councilman Blackwell's office. They were willing to volunteer their time to work productively with the staff to discuss the various problems and work to fix them.
These citizens didn't want to get their tickets "fixed." They wanted to exercise their right to petition the govenrment with their grievances and work productively to fix this system. The system allows non-governmental fronts for large institutions to deny due process while making an enemies list for false accusations. The system protects the weekly trash violations of large corporate housing providers adjacent to the Penn campus while bogus tickets are generated at their headquarters or by phone.
I repeatedly visited this city council office and made phone calls over the course of several months. I was repeatedly told to send more and more e-mails requesting a meeting for our assembled citizens to the two staff persons you identified.
To my many and repeated e-mail requests, I never received a single reply. As I wasted my time over the course of months, I was sued in court for 1000 dollars.
I defeated the tickets in court and requested an investigation of the Streets department and Bureau of Administrative Adjudication by the court.
Unless you have some new information about professionalism among city council staff and the right of citizens to petition their elected government, the option you suggest is a complete waste of time. The staff in the Councilman's office all know Deputy Commissioner Carlton Williams, and could intervene on behalf of citizens in this city.
Obviously, they don't want to address this issue. It is a huge waste of time to seek an audience when these staffs don't want to address an issue or dirty little secrets.
