Great News! Councilman Frank DiCicco introduced Bill 090586 into City Council last Thursday to rescind the authorization for the Streets Dept to levy the $500 (or any) trash pickup fee on small buildings with commercial occupancies. Those who participated in our e-mail campaign objecting to this fee can give themselves credit for helping to convince Mr DiCicco that this assessment would hurt small business operators and owners of small rental properties. It also helped convince Councilwoman Blackwell that the authorizing ordinance should never have been passed, and she testified to this effect at a Streets Dept hearing on the topic. But we're not home free, yet. Now that the bill to rescind is in play, we have to move into Phase II. That's to thank Councilman DiCicco and urge all other members of City Council to vote in favor of this bill. Again, I've taken the initiative of making it easy. With the cooperation of the newly-formed Philadelphia Community Voice Project, I've put a second form on-line, which you can fill out in a few seconds, and have automatically transmitted to all members of City Council by fax. (Yes, fax, rather than email, because the experts say that faxes make more of an impact on public officials than emails).
