unwilling to work cooperatively with existing park friends' groups.

"The Commission on Parks and Recreation is working on creating a set
of proposed guidelines for how to protect Philadelphia’s outdoor
public park and recreational lands, and is developing a draft
ordinance to make that protection binding.
The Commission will be holding a meeting to review the draft ordinance
on September 22 at 6:00 p.m. at the Free Library of Philadelphia,
Central Logan Square Branch, 1901 Vine St."
