At first, this democracy tax seems like simply a barrier to the poorer classes 
right to know.  It's like the civic association dues required for the right to 
participate in governmental decisions for neighborhoods (e.g. Clark Park)

But in the era of privatization and the shadowy terrorist industrial complex, 
it is the 2nd part, to shield corporate secrecy that should alarm everyone. 
Corporations are not bound by the amendments to the constitution.  When this 
passes, they will be exused from the right to know law as our government 
continues to be privatized.

Example:  The army experience center was deliberately located in a private 
mall.  Citizens were arrested for trespassing and we had no right to protest 
the evil center.  Part of the reason that the corporate elite wants complete 
privatization of government is to destroy our rights as citizens.

This change is in important step toward ending Constitutional protections.
