What strikes me about this article is that its author -- and, it would seem, 
none of the
informants, either -- lacks any notion of the history of that particular 
intersection and/or
block, especially in two regards:

1) For many years, the NW corner of 40th & Market was the site of a Penn 
womens' 
dormitory. (The same building also contained the campus branch of the long-
gone local Chuckwagon restaurant chain.) 

This was in the era where Penn took "in loco parentis" far more seriously than 
it
does today. To me, that indicates that there was a time when Penn did not 
consider the corner to be particularly dangerous.

2) That particular McDonald's has its own rather infamous link with crime 
history.
It's where serial killer Gary Heidnik used to take his victims for dinner!
