The state law was crafted to be almost impossible to stop with the
requirement to have 51% provide written opposition. People don't
realize that it is not 1 citizen/ one vote. Large owners are given
voting power equal to their units.
This suggests almost unanimous rejection of this NID by indigenous
residents and a herculean effort to reach the 51% Still, city hall
attempted to serve their corporate masters and defy the people!
