that people need to consider about both styles of school privatization.

Vouchers and Charters are two heads of the same beast. The only
important goal of "education reform" is destruction of public education
and getting corporate control over the half trillion dollar "market"
that they talk about when they're among their fellow criminals.
The big hyenas don't care about testing or whether charters or
vouchers get traction because the media drama avoids the actual
underlying important war and we, the people, keep losing ground
steadily! Privatization always promises society better services at
lower costs. But it always gives poorer services at much higher costs.
When the power players talk among themselves, it's always clear that
huge profits and the power to destroy any accountability are their only
goals.
Here is a similar Roebuck quote in a different report about his
legislation. It looks like he supports expanding the charter movement
to me.
(I don't believe you can regulate rapacious criminal corporations and
their plots. It doesn't make sense to believe it can be done at the
same time as regulatory agencies are imploding and bought off. The
greedy fingers of corporations have no business in all areas of our
lives. People need public institutions for their needs. Education and
health care are human needs and human rights. I don't see any
meaningful difference between the goals of charters and vouchers. Who
will speak up in the 188th for the public educational institutions which
once made America great?)

Trust me. If Charter Schools were any good, they would have been
done years ago in the suburbs, (like SMART boards which we got in
some Philadelphia Public Schools on their 20th Anniversary in 2011
and not even the LATEST ones) and the remnants would trickle down to
city schools while suburban public schools would have gone on to
something greater. That is how it has always been.
If vouchers and Charters could not be sold by politicians in the
suburbs, they weren't any good.
