Look at the Vallas connection. It's important people see how these experts floating through Philadelphia have long been part of the neoliberal agenda. Their "expertise" that is claimed in the media is normally total crap. Their true agenda is hidden while people are told to believe the propaganda like its an episode of the X files.
Like you said, the race and class based assault on public education has been going on for a very long time. But the assaults took another hard turn about thirty years ago, at the same time as the destruction of higher education and skyrocketing student debt started.
