It appears the problem is because /var/run is a tmpfs in Dapper, so nothing is there after a reboot. While the idea of tmpfs for /var/run is appealing, I'm betting that it breaks a lot of packages that create the directory in postinst and expect it to stick around. -- bacula can't start due to missing /var/run/bacula https://launchpad.net/malone/bugs/28921
