I agree it is not a bug as such but it is a usability bug. Could apt-
file do    apt-file update   as part of it's install process? Or could
it give out a warning along the lines of "No content files found, have
you ran apt-file update?"

At the moment results for not having the content files is exactly the
same as not file not existing, which understandably can be misleading if
the person does not know or remember whether the content files have been
fetched.
