Means for upstream projects, that a release tarball was announced and is
publically available

and according to https://wiki.ubuntu.com/Bugs/CommonTasks#head-

this is exactly the way such bugs should be handled.

If these bugs are not to be marked as "fix released", should they be
rejected, although they were legitimate bug reports?
