I posted this here http://forums.proftpd.org/smf/index.php/topic,3957.0.html after making the post above (I was unaware of the forum*)
*Suggestion: Ubuntu's package list could include links to such resources? The response: QUOTE Looks like proftpd was compiled with mod_tls as a shared module, BUT mod_tls is not loaded by your proftpd.conf (and thus proftpd can't handle the AUTH TLS command). Try adding: LoadModule mod_tls.c to the top of your proftpd.conf. UNQUOTE This resolved the problem, first reported 4 months ago. I have no idea why mod_tls was not loaded. Making the change suggested doesn't result in any change to the UI (see first link), a further issue with which is that selecting /dev/null for the Shell on the users screen doesn't work.
