Public bug reported:

Binary package hint: audacity

With Russian locale chosen in Audacity, Nyquist Vocoder plugin doesn't
work.

To reproduce:
1. Install and set Russian locale current (another one might do, haven't
tested).
2. Run Audacity.
3. Record any sound, silence will do.
4. Choose "Plugins - Vocoder" (under one of Plugins XXX - YYY menus).
5. Repeat all the steps, launching Audacity with "LANG=C audacity".

Expected results:
The vocoder effect is applied.

Actual results:
After step 4, error message "Nyquist didn't return audio" is displayed.
This output is displayed on console:

ERROR: Could not find sinewave.raw in rawwaves. Something is wrong with
the installation or configuration.

; loading "/usr/share/audacity/nyquist/init.lsp"
SETDIR: No such file or directory
Set *default-sf-dir* to "/home/alex" in fileio.lsp
AutoNorm feature is on.
Default sound file is alex-temp.wav.
system.lsp : *RUNTIME-PATH* = /usr/share/audacity/nyquist/
