You can easily change this locally by going to "Tools" -> "Configuration
Files" -> "filetype_extensions.conf" and adding the text "*.tpl;" to the
PHP-line. After saving this config-file, Geany should recognize the
filetype correctly automatically.

for Geany itself at http://www.geany.org/Support/Bugs.
