I'm not entirely convinced about this change. There aren't parts of
ubuntu-dev-tools that function any better with either of these two
packages installed.

If we want to make it easy to get a packaging environment, we should
either massively improve setup-packaging-environment or add a meta-
package like ubuntu-dev-essential (or even better, something non-ubuntu-
specific).
