Yes, after switching changing layout to CapsLock, required functionality works fine. But it is only workaround.
Points: 1) It really pity that this feature does not work out of the box. 2) In the same bug for Ubuntu, there was the same problem/conflict - but it was resolved and not at expense of usability(additional adjustments are not required). 3) Change shortcut to change layout is not a trivial issue in Xubuntu 8.10. ( http://ubuntuforums.org/showthread.php?t=1012669 ).
