The thing is more wide and mysterious.

It hangs even if I use Emacs on a remote box on an ssh terminal (that
is, Emacs in text mode) and I use instruct xdvi on the remote box to use
my X display, even after telling Xdvi not to show images but only
bounding boxes.

Both using the Openchrome X driver and the framebuffer device.
