Try opening 192.168.1.66 in a browser on the two Vista laptops. IIRC, if apache is installed, you should get a web page that says "It Works!"
The only possibility I see at this point is that your nonworking devices are being firewalled off by your server. Does "iptables -L" show any active filters?
