If anyone else hits this stumbling block:

An NTFS partition won't remember any permissions/ownership changes
applied to it.  But you can change the permissions with which it is
mounted on bootup.

In /etc/fstab, I found the line where this partition is mounted and
changed "umask=007" to "umask=002".  Now these are mounted with
permissions that allow everyone to read/execute.  Indexing underway!
