Hi, I do not know about the mp3 dll for windows, but I've tried Squeezelite on a Atom 450 netbook running the Voyage MPD linux distro (http://linux.voyage.hk/voyage-mpd). This is optimised for audio quality. Performed very nicely with my Stello U3 USB device.
