On my system the Microserver automatically wakes up whenever I power up
the Touch.

I don't know if the same applies to you (or even whether there are
better ways) but to enable WOL, I enabled the following in the
Microserver BIOS (accessible at startup): 

Enabled – PCI Express Configuration/Active Power State Management

And I installed pm-utils to enable hibernation on the Microserver:

sudo apt-get install pm-utils

I also do WOL from my PC (using WOL Magic Packet Sender) using Port 9.
