There is no transcoding for either player - the problem is in
squeezelite command line options and/or audio subsystem.  

To identify the problem - first enable output logging on squeezelite
(i.e. -d output=info ) - the initial output will say the audio sample
rates supported by the audio device.  Ideally repeat on both good and
bad pi to see the difference.

Change the MAC address of the "good player"  - bad practice to use
00:00:00:00:00 - likely you will have other problems.
