Pulseaudio allows sharing of audio devices, streamign the audio over a
network etc.
Alsa provide controlled access to hardware deviceswith adiditon such as
mixers, resampling ertc.

Pulase audiuo sits over Alsa. 

Both Pulseaudio and ALSA have strict controls over shared access (e.g.
two processes which different owner id,  two processes with the same
owner id, two process one of which is child of the other)  to an audio
device.  Whether you cansdhare a device depeneds on how Pulseaudio
and/or ALSA is configured on your system and which devices you have
decided to use to output (e.g. ALSA hw:, plughw, dmix, pulse etc)
